November 4th 2006: serious electrical power disturbance in Europe: load reduction of 15.000.000 people due to a lack of coordination between different TSOs in the CWE area. The European commission and different TSOs think about a way to improve coordination between TSOs to guarantee the operating safety of the interconnected system. June 6th 2007: a Memorandum of Understanding (MoU) is signed by the German, Belgian, French, Luxembourg and Dutch governments and the concerned actors (TSOs, power exchanges, regulators, market players) to support the regional Central Western Europe initiative. The objectives of the Memorandum of understanding are to introduce market coupling between the Central Western European electricity markets and improved coordination for an increased security of supply in Europe. December 19th 2008: Coreso (Coordination of Electricity System Operators), first regional technical coordination centre shared by several TSOs, is incorporated by RTE and Elia, respectively the French and Belgian power transmission system operators (TSOs). Every afternoon seven days a week, Coreso provides forecasts of electricity flows in the CWE area (France, Belgium, Germany, the Netherlands and Luxembourg) for the following day:‘D‑1 activities’. See related press release April 1st 2009: Coreso, appointed by the CWE TSOs as service provider in the framework of the market coupling experimentation, starts to deliver D-2 technical data. May 15th 2009: National Grid (TSO of UK) joins Elia and RTE in Coreso. Each of the three TSO’s, Elia, RTE and National Grid, now equally owns 1/3 of the capital of Coreso. See related press release July 1st 2009: start of round-the-clock operations. Coreso provides near to real time analyses in addition to day-ahead forecasts. Coreso updates its studies on the basis of snapshots of the CWE grids to provide these analyses, with computational models providing results every 15 minutes that are used to assess the security of the European electricity system and help decide on any measures to be taken.
